From a press release by DeKalb County’s Department of Communications.

Recycling is now free in Dekalb County! I just called (404-294-2900) and signed my mom up! The bin and first set of bags are free, there will be a charge for replacement blue bags. The county is saving money with the recycling program so they want to get more families involved. Right now they have a 21% participation rate and hope to double it.
