The second of two men accused of kidnapping and raping a 12-year-old Brookhaven boy was arrested Monday, officials said.
Kelvin Armstrong, 38, of Atlanta, faces charges of aggravated sodomy, aggravated child molestation and first-degree cruelty to children, DeKalb County sheriff’s spokeswoman Cynthia Williams said.
